System Conversion Strategies: Parallel, Phased, and Direct

When implementing a new system, organizations must choose a conversion strategy for transitioning from the old system to the new one. CISA candidates must understand the three primary conversion strategies, their risk profiles, and when each is appropriate.
Parallel Conversion
In a parallel conversion, both the old and new systems operate simultaneously for a defined period. Transactions are processed in both systems, and results are compared to verify that the new system produces correct outputs.
Advantages
- Lowest risk because the old system remains available as a fallback
- Allows direct comparison of results to verify accuracy
- Users can gain confidence in the new system while maintaining the safety net of the old one
Disadvantages
- Most expensive due to duplicate processing, staffing, and infrastructure costs
- Staff must operate two systems simultaneously, increasing workload
- Parallel periods may be extended indefinitely if discrepancies are not resolved promptly
Phased (Modular) Conversion
In a phased conversion, the new system is implemented in stages, with different modules or functional areas going live at different times. Each phase is stabilized before the next begins.
Advantages
- Limits the impact of problems to the module being converted
- Allows the organization to learn from each phase and apply lessons to subsequent ones
- Distributes resource requirements over a longer period
Disadvantages
- Requires interfaces between old and new systems during the transition period
- The overall conversion takes longer to complete
- Temporary interfaces introduce additional complexity and potential points of failure
Direct (Big Bang) Conversion
In a direct conversion (also called a cutover), the old system is shut down and the new system goes live on a specific date. There is no overlap between the two systems.
Advantages
- Least expensive conversion approach
- Clean break eliminates the need for temporary interfaces or parallel operations
- Users are forced to adopt the new system immediately, avoiding resistance to change
Disadvantages
- Highest risk because there is no fallback if the new system fails
- If critical issues are discovered, the organization may not be able to revert to the old system
- Requires thorough testing and preparation to mitigate the risk of failure
Pilot Conversion
A variation worth noting is the pilot approach, where the new system is deployed to a single location or user group first. After successful validation, it is rolled out to the remaining organization. This combines elements of phased conversion with a real-world testing opportunity.
Audit Considerations
IS auditors should assess:
- Whether the chosen conversion strategy is appropriate for the risk level and criticality of the system
- Whether a rollback plan exists regardless of the chosen strategy
- Whether acceptance criteria for the conversion are defined and measurable
- Whether sufficient resources are allocated for the conversion period
- Whether users received adequate training before the conversion
