What Is Capacity Planning?
Capacity planning is the process of determining the IT resources required to meet current and future workload demands. Effective capacity planning ensures that systems perform adequately under expected loads while avoiding unnecessary expenditure on excess capacity. For CISA candidates, understanding capacity planning is important because inadequate capacity directly affects system availability and performance.
Capacity Planning Process
A structured capacity planning process includes several key steps:
- Baseline Assessment: Measure current resource utilization across compute, storage, network, and application components. This establishes a starting point for planning.
- Demand Forecasting: Project future resource needs based on business growth plans, seasonal patterns, new application deployments, and historical trends.
- Gap Analysis: Compare projected demand against current capacity to identify where shortfalls will occur.
- Strategy Development: Define how capacity gaps will be addressed through hardware upgrades, cloud scaling, application optimization, or architectural changes.
- Implementation and Monitoring: Execute the capacity plan and continuously monitor utilization to detect deviations from projections.
Performance Management
Performance management ensures that IT systems deliver acceptable response times and throughput. Key concepts include:
- Performance Metrics: Common metrics include response time, throughput, CPU utilization, memory usage, disk I/O, and network latency. These metrics should be defined in service level agreements.
- Performance Monitoring: Continuous monitoring tools collect and analyze performance data in real time, alerting operations staff when thresholds are exceeded.
- Performance Tuning: Adjusting system configurations, database queries, application code, or network settings to improve performance without adding hardware.
- Load Testing: Simulating expected workloads in a test environment to verify that systems can handle anticipated demand before deployment to production.
Capacity Management Sub-processes
ITIL defines three sub-processes within capacity management:
- Business Capacity Management: Translates business plans and requirements into IT capacity requirements.
- Service Capacity Management: Monitors and manages the performance of live IT services against SLA targets.
- Component Capacity Management: Manages the performance and capacity of individual IT infrastructure components.

IS auditors should evaluate whether the organization has a documented capacity plan, whether performance is monitored against defined targets, whether capacity planning considers future growth, and whether performance issues are identified and addressed proactively. A lack of capacity planning often leads to reactive responses that are more costly and disruptive.
